TEA's ESSA program compliance functions are provided primarily by the Federal Program Compliance Division (FPC), which administers most programs of the Every Student Succeeds Act (ESSA). FPC is a division of the Department of Grant Compliance and Administration (GCA).
 
 
The overarching goal of Title IV, Part A, Subpart 1, is to increase the capacity of state education agencies, local educational agencies (LEAs), campuses, and communities to meet the following three goals:
  • Provide all students access to a well-rounded education
  • Improve school conditions for student learning (safe and healthy students)
  • Improve the use of technology to improve the academic outcomes and digital literacy of students
 
Title IV, Part A School Safety State Initiative
ESC 14 manages the School Safety State Initiative.  They provide guidance and resources to schools, parents and families, and Education Service Centers about Title IV, Part A programs, state-required school safety, and mental health requirement.
