Universal Intervention (TIER 1)
Primary prevention is designed for all students and occurs in the general education classroom. 80% of students need only universal intervention.
Targeted Intervention (TIER 2)
Secondary prevention is designed for students experiencing difficulty in academics or behavior and can occur in different settings in small groups. 20% of students may require targeted intervention.
Intensive Intervention (TIER 3)
Tertiary prevention is designed for students who demonstrate inadequate response to universal and targeted intervention or have low academic achievement or extreme high-intensity/frequency behaviors. 5% or less of students require intensive intervention.
