The Central Office Services Division exists to strengthen districts and school systems through aligned, high-impact support.

As an Education Service Center, we believe we have a responsibility to ensure all districts have access to the foundational services they need to operate effectively and serve students well.

Beyond this baseline commitment, we partner with system leaders to improve instruction, develop leadership capacity, and build coherent structures that drive measurable student outcomes.

While our work is rooted at the system level, we also provide targeted, hands-on side-by-side support at the campus level to ensure strategies are implemented effectively and lead to real results for students.

Isabel Hovey

Isabel Hovey brings more than 15 years of experience supporting school systems in the areas of research, evaluation, strategic planning, performance management, and continuous improvement. Her background spans program evaluation, federal and state grant compliance, TSDS reporting, accountability and assessment analysis, and organizational performance measurement. Throughout her career, she has partnered closely with district and campus leaders to implement high-priority initiatives, monitor progress, and strengthen the systems and processes that support effective execution. Her work emphasizes data interoperability, data literacy, and performance reporting frameworks that provide administrators and teachers with timely, actionable information. Isabel’s approach combines analytical rigor with practical implementation strategies to help organizations improve performance and strengthen student outcomes.

Dr. Matthew Pariseau

Dr. Matthew Pariseau serves as the Department Director of Integrated Services and brings more than 20 years of experience leading districtwide transformation, instructional systems, special education, curriculum and instruction, CCMR, strategic planning, and data-driven improvement. His background includes serving as Chief Innovation Officer, Chief of Innovation and Student Success, Assistant Superintendent of Curriculum and Workforce Development, Director of Special Education Accountability and Related Services, and adjunct professor in educational leadership. Dr. Pariseau has led large cross-functional teams, supported strategic plan implementation, designed school improvement and school choice systems, secured major grant funding, and built systems that strengthen outcomes for students with diverse academic, behavioral, and instructional needs. In Integrated Services, he leads the team’s work to partner with districts and campuses in designing aligned, compliant, and results-focused systems that improve access, implementation, and student outcomes across specialized programs and supports.

Dr. LaQuita Carter

Dr. Carter brings 28 years of experience in education and leadership, having served as a teacher, instructional specialist, assistant principal, principal, assistant superintendent, and regional leader. She has consistently focused on leading system-level improvement that drives academic outcomes and builds leadership capacity. She is committed to advancing school improvement and turnaround efforts by partnering with superintendents and central office teams to design, implement, and sustain high-impact instructional and leadership systems. Dr. Carter is passionate about ensuring that strategic priorities translate into effective practice, resulting in equitable access to high-quality instruction and improved outcomes for all students.

Dr. Natasha Watson

Dr. Natasha Watson brings more than 32 years of distinguished experience in education, marked by a consistent record of transforming underperforming schools into high-achieving learning environments. Her leadership is driven by a clear mission: to ensure that all students, regardless of background or circumstance, have access to high-quality education and opportunities for success.

Dr. Watson’s professional experience spans a range of impactful roles, including Assistant Superintendent, Principal, Assistant Principal, Academic Program Manager, and Teacher. As a principal and district leader, she has not only led campus turnarounds but has also scaled best practices across multiple schools and departments. She has also served as a Leader of Leaders and Principal Supervisor, coaching and mentoring school administrators to effectively lead instructional improvement and manage complex systems. She is known for her ability to develop leadership pipelines, foster a culture of continuous improvement, and align district initiatives with campus-level execution. Her mentorship has empowered numerous leaders to successfully navigate challenges and achieve impactful results within their schools.

In addition to her extensive practical experience, Dr. Watson holds a Bachelor’s degree in Child Development & Human Relations, a Master’s degree in Education Administration, and has pursued further studies in a Master of Business Administration (MBA). She also earned a Doctor of Education in Educational Administration and Leadership, equipping her with both the academic foundation and strategic expertise to lead complex educational systems and turnaround initiatives effectively.
